Localbitcoins is centralized. I guess if they are still existing, the platform will make KYC mandatory by now. Localbitcoins blame their shutdown on the service they are offering.
Paxful had internal issues was the reason. It is not the only exchange that the government had issue with. Most of time are still existin but they paid fines.
There are many other exchanges that you can use for fiat.
I have seen cash on few exchanges but I am no longer seeing the cash/crypto P2P anymore. Maybe it was on Binance which local currency in my country's is no longer available on the exchange.

You should use Bisq as that works pretty well for peer to peer transactions. It's the main choice for privacy lovers but if you're not into privacy thing then you can use any centralized exchange as those work pretty well too.
It doesn't have to be local to use Bisq, you can exchange EUR to BTC using SEPA, Wise, and Revolut. Just be discrete about the reason you're sending the money. Follow the instructions and advice you are given when setting up Bisq. There are plenty of orders for EUR, so you shouldn't have any trouble finding a trading partner if you use any of those instant fiat transfer services.

Well, I think what DireWolfM14 said is true, Bisq works even in Spanish cities it works all over the world. There might be some places where you might not get any sellers. I guess someone can buy small amount from casinos as well and those can be withdrawn without KYC on some casinos but not in large amounts. However, the Bisq is always going to be the best option.
Maybe I misunderstood, but there are virtual cards that you can buy with BTC and pay with them online or through a digital wallet on a smartphone on POS devices. With one of these cards, you can even withdraw cash from ATMs in Spain.
By the way, I see that there are about 80 crypto ATMs in Barcelona and the surrounding area.
