So, I just grabbed the Electrum app for my laptop and verified the signature without any issues. I checked the Program Files on Windows to see what was downloaded and found some weird stuff from 11/11/2000: an electrum-4.6.2 Application around 11000 KB, another electrum-4.6.2-debug Application also about 11000 KB, and an electrum ICO file that's 63 KB.
There's this folder called _internal dated from today, and inside, 12 folders from today plus 31 pyd or dll files from that old date at 10:11 pm.
Now, Electrum was created in 2011, so what gives with these 2000 files? Are they for real, or did I just download something sketchy? I even uninstalled Electrum twice and reinstalled it, but those old files keep showing up.

I don't get it which file you're talking about dated the year 2000.
Is that when you installed Electrum, and the extracted files are dated year 2000?
Electrum has open-source code from the link below, but I couldn't see any files that were created in 2000.

I also have electrum installed on windows and have the same files.
To make sure you have downloaded the legit version of electrum, you can verify your download.

The Windows installer version somehow do that to the installed files even in the older and latest versions.
I have an installed 3.3.8 in my archive and its timestamp are also Nov 2000.
It's only its "Modified" date, so check the file's properties for its "Created" date for the actual timestamp when you installed it.
But comparing that to the usual file timestamp of 11-11-2000 doesn't tell if your files are actually legit.

It should be the downloaded installer "setup" file and not the already-installed files.

I can definitely confirm that I have:
downloaded the Electrum software from electrum.org (all previous versions were removed from my computer prior to that)
verified the signature (with success)
followed the links provided by you to safely download and verify
However, I could not work with the following link: https://github.com/spesmilo/electrum - the info there goes straight above my head, i.e. don't know what to do with that.
So, it seems as if no one really knows exactly why there are files from the year 2000 inside the Electrum software, other than "windows somehow does that"!
Hmmm, it is slightly reassuring though that nc50lc and hosemary have detected the same files.
Should the conclusion of our conversations be that as long as I have downloaded the software from the correct place (electrum.org) and verified the signature, everything is above board and good to go?

Okay, this definitely looks like the electrum install directory that you've selected when installing the Windows setup file.
You can right-click on any of the file and select "Properties" to see the actual creation date.
If you have verified it by following the given tutorials, then yes it's good.

I remember a few days ago accessing the electrum folder located in the default folder: C:\Program Files (x86)\Electrum
And the files electrum.ico, electrum-4.6.2.exe and ...degug.exe are dated 11/11/2000. However, since I always download and verify the gpg signatures, I wasn't concerned.
It was probably a bug caused by the installation or Windows. I've seen this happen with other files from other programs and I think I've also seen it happen with the Bitcoin Core blocks in the Bitcoin folder.
Accessing the properties of one of the files, you can see that they are dated 11/11/2000, the same for the modified one.

In my case, only the "Modified" date of the affected files are timestamped 11-2000:
And this is consistent even in the older versions of Electrum.
So the creation date is a case-for-case basis, some may show the correct date under the file's properties and some would not.
In any case, that's not too important since he already verified it.
