So, I’ve got my S17+ running and when I access the control panel through the IP, it starts off fine for a minute, but then the fans kick into high gear and get super loud.
Is there any way to quiet them down while I'm not actually hashing? Or can I just turn off the fans entirely?

Completely stopping fans from working will lead to an increase in temperature, which will shorten economical life-span. Do not try to stop the fans and always keep the temperature below <70°C.
Adjusting the fan operation options and setting it to 80%-90% will reduce the noise somewhat. If the option is not present, try adjusting it manually as shown here

Hes talking about stopping fans whilst the miner is offline and not hashing. Theoretically it shouldn't effect lifespan as the chips are not calculating.
