Nominations for new Bitcoin BIP reviewers

There's some chatter happening on the new bitcoin-dev mailing list, which has switched over to Google Groups if you didn't catch that by the way. They're looking to add some new maintainers for the BIP repository: https://groups.google.com/g/bitcoindev/c/cuMZ77KEQAA It seems the workload is too heavy for luke-jr to manage alone. Hopefully this means we’ll see more BIPs getting merged into Bitcoin Core since it's been taking way too long to get anything reviewed in recent years.
