PHY detection issues GEM PHY initialization error Ethernet not found

I can't seem to access my S17+ control board through Ethernet or IP, so I tried connecting using UART SERIAL instead. My SERIAL log indicates that my S17+ keeps rebooting, and this part of the log really stands out: PHY is not detected GEM PHY init failed No ethernet found. I've reflashed the board several times but still can't get an IP, and it just keeps restarting. Here's the complete log.
