The python-secp256k1 only gives point math but you still need HMAC-SHA512, chain codes, hardened vs non-hardened CKD, and Base58Check.
So, no, not with the pythun-SEC alone .

But, nevertheless, I've implemented a very simple BIP39 mnemonic generator in Python.
It's not exactly what OP wants, but I believe they may be confused.
