A buddy of mine can host a miner in a spare room at his workplace, and I won’t have to pay for electricity. I’m looking for suggestions on a decent miner that’s not too pricey (under $1500) but still packs a punch. I really need something with a high hash rate rather than focusing on efficiency. Appreciate any advice!
If your focus is on hashrate ASICs should be the best option over GPUs, you can had to Amazon and compare prices there. <$1500 will be a huge steal and to be profitable you'll need at least 6 or 7 of them.
With no electricity cost the potential profit margin is positive if you can manage the rig properly.
Any reason why you're prioritizing higher hashrate over efficiency? You need the machines to work long enough for you to break even and profit.
If you are just planning to buy BTC Miner then the newest model from Bitmain is more powerful but the problem is it's too expensive.
With your current budget, I think what you can only buy are 2nd hand s17 units but try to contact @offordscott he might be able to find you a better unit with your budget.

my thread has modded power and can use 120 volts.
if I use an s19 pro 100th th it is under 800 usd and around 33th that is $1.65 a day earnings at viabtc.
if he has 240 volts he can get an s17 cheaper set it to low and do 42th
