Education can land you that office job, but so can a solid skill set. Personally, I'd choose education over skill. Without a strong educational background, skills can fall flat. I’ve seen cases where a guy with solid skills couldn’t even provide a quote and ended up losing the job. Formal education is definitely important for everyone.

My country tends to require education as a requirement for job applications, so in this context, education is very important, and for those without educational certifications, the only jobs they can get are field workers.

Having a university diploma(or as you call it "educational certificate") is simply a proof to your employer, that you have passed a series of standardized tests and qualifications. The certificate itself doesn't "put food on the table". The certificate simply proves that you have certain skills. You could acquire those skills without getting a certificate, but there must be other ways to prove to your employer, that you have skills. For example you could have a design portfolio, or you could get recommendations from your former employers.
I've seen many cases of people buying fake diplomas in my country. This doesn't make any sense to me. What's the point of buying a fake diploma/fake certificate, when don't have skills and your future employer is going to find out, that you are incompetent?
Because the job vacancy require a specific degree/certificate, even the employer find them incompetent, they can making excuse by saying if they forgot with the subject/skill taught in their universities/courses.
Moreover subject/skill taught in university/courses most of time already outdated, so even they have the skill, they need to learn from zero.

It is not possible to reach any good position just by having skills but also education is required. There is a translation that without education, a person is spineless, so if every person is educated in education, he will be able to reach a good position in the future. If you want to get a job in a good company or a good position, it will not depend on your skills but also your educational qualifications are required. I have a Business Degree but I have never used it because every bank and finance-related job pays very low in my country and to be fair, no one has ever asked me for any kind of degree when I had an interview or was landing a job. The only place where you need a degree is a public job but you can't get this job without having someone in the public sector because it's very corrupt.
I started a career in UI/UX design because I've been working on websites since my childhood. No one has ever asked me for a degree but a portfolio, so my skills landed me a job, not my certificate.
I like skills and I like education as well. In my country, people are going to school but they still learn at least one skilled work just for fun. It can be electrician or plumber or mechanic for men while tailoring, hairdresser or makeup for women. These are one of the common ones. So if there is no job, they can still decide to begin to use the skilled work later to make money. But if there is job, they still see it useful at home.
For me if I we're to choose, I would let go of the educational certificate at first. But I would make use of my skill to make money then get good education afterwards.
Here in our country, if you have good skills amd you can use it to your advantage, you can earn the same amount as those who have graduated and working in a corporate industry.

Both are necessary, we you want to go far and fit in all aspects of life you must you need to have an educational certificate. Skills are very much important for one to survive with while waiting for good jobs. Since Jobs are scares one need to take he or her skills very serious provided its paying your bills.
Do not be like other people that value certificates rather than having a skill to back it up, every years they are pursuing one degree or the other without a job none skill. They used their saving in pursing of certificate with a believe that it will earn them job tomorrow. Its a big risk if you belong here, having a degree is good, but do not continue when you do not have any source of income. After first degree go for a skill then you can continue if the skill is fetching you money. In this life, one needs to act smart, and do things that only give you money.
For an educational certificate, you have to gain it within a certain time frame. But to develop your skill, you can even gain it when you are already old. That means if you want to obtain an educational certificate, you have to struggle within a certain timeframe. For me, even if I want to gain a certificate, I can't do it because my age doesn't allow me to enrol in the college right now. But I am still developing my skills in various sectors like digital marketing and crypto marketing as well.
We may need basic education, though you don't have a valuable certificate. Nowadays, unless you can read and write properly, especially in English, then it's even hard to develop your skill in any online sector. If you have both certificates and skills, then you can reach a good position in your life. Education is very important for me although I also look up to people who have great skills even if they lack on education.
But education can still get you many things especially if you are good at something. Math or Science, being good at those two main subjects could put you in important jobs either in the government or in private businesses. They look up to those who have studied it very well and they will offer a good job for them.
It's hard to go only for skills, because you are mostly likely to need a certificate to prove that. Take some careers like medicine, attorney, engineering as examples. So you need to acquire and improve skills along the educational course of a superior school. In the end you receive a certificate plus the skills you acquired along the way.
On the other hand, to solely have a certificate isn't the solution for anything. A title to have practical impact has to be followed by actions, and in this case, professional actions or skills.

It's a tricky one because of the way the world is moving. I would definitely recommend skill based jobs to the younger generation now, like electrician or plumber, as these skills are more likely to be protected from job replacement by AI. They're also fairly well paid compared to an average office job in my experience, the only downside can sometimes be the very hard physical labor involved - but it can be approached in a healthy way. If you want an office job these days they will definitely prefer people with experience but having a qualification is sometimes expected or required within certain fields, so it's helpful to have it as a backup. You definitely want to make sure it's in a useful field with high demand and plenty of jobs though.
But most people with only skills and no qualifications often end up in low-level positions with little opportunity for career advancement. Meanwhile, those who lack skills but have high degrees will have a bit of difficulty in the early stages of their careers but over time. They will be the ones who have the opportunity to advance and hold key positions in the company.
Like any company or corporation in the world. There are many employees and technicians working without a degree, but have you seen anyone working as a human resources director, department head or chief accountant without a degree?
Don't be too short-sighted when thinking only about making money in the short term, we need to look at the big picture and have a longer-term vision, then we will see the importance of a degree.

Yeah because it is umbrella for learning process. Education is the foundation for skill. Meaning you need education to acquite skill and while you are acquiring skill you are getting educated on that area of skill. If you take skill away from education, education still stands but if you take education away from skill, no skill is acquired. Skill requires a lot form of education even basic as writing or reading. Take for instance those who learn handiwork, they require equipment that they require to work and some has some mathematical model or compactment in them like measurements, that is a form of education. With measurement you need equipment like ruler, tape, calculations of feets, meters, height, length etc before you acquire the skill to the level of graduation.
Then to go up in the skill, you need education/certificate to gain admission into courses that you want to learn higher skills in. So whichever way, education is key both basic/primary or secondary education.
